The Port of Houston Authority (PHA) is currently realizing the benefits of using ATSER's Assure-IT™ Quality Management System on the Bayport Terminal Complex. The Bayport project has multiple contractors and multiple laboratories performing inspection and materials testing services. Through the use of ATSER's web-based Assure-IT™ system and proprietary PDA technology, PHA's project engineer receives timely notification of non-conformances that allows rapid initiation of the resolution process and, can promptly observe trends that indicate deteriorating material quality in sufficient time to begin corrective actions. PDA handheld technology provides the PHA with real-time information to make informed decisions and collaborate with project team members.

ATSER teamed with CH2M Hill to provide program management services in connection with the programming, design, and construction of the new Bayport Container Terminal facilities. The services provided by ATSER include development of a Public Involvement Plan, support of the construction management role through field inspection services, and standard program management support services including staffing, invoicing, reporting, scheduling, budgeting, coordination, permitting oversight of design consultants and construction contractors, document management and calendars, development of design criteria and concept development, bid evaluation, and construction contract administration.

ATSER's Construct-IT™ web-based technology was selected to provide integrated project management information for use by the Port of Houston Authority (PHA). PHA will use Construct-IT™ to provide Engineering Department with the ability to track capital projects in all phases from planning and design to construction and warranty phase.

The Construct-IT™ CIP system uses an Oracle® open architecture database which integrates with existing PHA database systems. ATSER will provide systems integration support to configure business logic and workflow requirements into the system for seamless information interchange. The web-based technology includes internet security, controlled by individual login/passwords, that define roles, responsibilities, viewing, editing, & access rights. The Construct-IT™ CIP System provides for tracking of critical events with built-in forward looking notifications to selected stakeholders, change order control, pay estimates, and other generally contract administration items. Also included is integration with ATSER's Track-IT document control system including links to the PHA's existing drawing control system.
