D. Fred Martinez, P.E., Ph.D.
Founder and CEO

Mr. Martinez has over 20 years of experience in construction management, construction materials engineering, geotechnical engineering and civil engineering. He is considered an expert in the fields of asphalt, pavement technology and testing.

Responsible for the day-to-day leadership and operation of the firm, Mr. Martinez has developed ATSER into a multi-million dollar corporation with offices in Houston, Dallas, Austin and Fort Worth, Texas, and Denver, Colorado. In 1994, he founded ATSER Systems, a division of ATSER that produces a variety of construction software technologies. To date, three of Mr. Martinez's construction software packages have received United States Patents.

Mr. Martinez received a Bachelors degree and a Masters in Civil Engineering from Texas A&M University, as well as a Doctor of Philosophy in Civil Engineering from Century University. In 1992, He was named as a "Young Engineer of the Year" by the Texas Society of Professional Engineers recognizing him for his outstanding technical ability, humanitarian, social, political and community involvement.

Robert B. Bledsoe, P.E.

Mr. Bledsoe has over 45 years of experience in geotechnical engineering, construction materials science, environmental engineering and construction management. He founded both environmental remediation and construction management companies in the Houston area which completed projects throughout the entire U.S. His expertise is broadly based and includes remediation of contaminated soils; asbestos and lead paint abatement; contract administration and management; design-construct management systems; risk management; and construction accounting/finance and cost estimating.

Since joining ATSER in 1996, Mr. Bledsoe has been involved in nearly every aspect of the firm, serving as Senior Vice President, as well as, Senior Geotechnical Engineer, Corporate Contracting Officer and Principal-in-Charge on numerous large scale transportation projects both locally and nationwide. As President of ATSER, he is responsible for providing the firm with the strategic direction that best meets the needs of the A/E/C industry.

Mr. Bledsoe graduated from the University of Tennessee with both his Bachelors and Masters in Civil Engineering.

Gus Akselrod
Senior Vice President

Mr. Akselrod has more than 30 years of construction industry experience. He has served in upper level operations, management, and consulting positions, including software development, project control systems, financing, mechanical engineering, business consulting, owner representation and construction management. Over the past two decades, Mr. Akselrod¹s experience has centered on the technical management of a variety of multidiscipline efforts including commercial office buildings, transportation facilities, R&D centers and residential facilities. His project management experience has consistently resulted in exceptional facilities and satisfied public and private clients throughout the United States, Malaysia and China.

In his current role Mr. Akselrod is responsible for leading ATSER Systems Division technology and strategic development efforts. These include managing the Division¹s project controls programming group, construction project management support, research and development projects, commercial software sustaining engineering project management, and software development.

He received his Bachelor of Science in Mechanical Engineering from the California Institute of Technology and a Masters of Business Administration in Operations and Production Control from Stanford University.

Jerry King, P.E.
Senior Vice President
Business Relations

Mr. King joined ATSER is 2003 as the Senior Vice President ­ Business Relations. He is located in the Austin office, and is responsible for developing relationships nationally. Additionally, he provides technical over-site on engineering projections in the public works and transportation sectors.

Mr. King has over 40 years of extensive leadership, design and management experience in traffic and transportation projects, working in both the public and private sectors. He began his career in 1961 with the Texas Department of Transportation (TxDOT) and in 1963 joined the City of Houston, Traffic and Transportation Department. During his 17-year tenure with the City, he served as Director of the Traffic and Transportation Department and as the Director of Public Works and Engineering. Mr. King also served as Deputy General Manager and Assistant General Manager of the Metropolitan Transit Authority of Harris County (METRO) for eight years.

He holds a Bachelor of Science in Civil Engineering from the University of Texas. He also completed training at Yale University (Bureau of Highway Traffic); Carnegie Melon University (Professional Urban Transportation); and Harvard University (J.F. Kennedy School of Government). King is a Licensed Professional Engineer.

Mark Metyko, P.E.
Senior Vice President
PM/CM / Civil Department Operations

Mr. Metyko is responsible for management of ATSER contracts with the City of Houston, Houston METRO, the Port of Houston Authority, University of Texas/MD Anderson Cancer Center and the Austin-San Antonio Inter-municipal Commuter Rail District project, as well as other projects both locally and across the state.

He has over 20 years of planning, design and construction management experience in municipal and transportation projects. These include water and sewer systems and treatment plants, drainage systems, transit and rail systems, port development, and roadway expansions. He served as Project Manager/Resident Engineer on such projects as the 69th Street Wastewater Treatment Plant Upgrade Program, the Wilchester Drainage Improvement Study, and the SH 146 MIS. His recent clients include the City of Houston, METRO, the Port of Houston Authority, TXDOT, the Corps of Engineers, and various counties, toll road authorities, and private entities.

Mr. Metyko received both his Bachelor of Science in Civil Engineering and Masters of Engineering from Texas A&M University.
