ATSER was selected to work with the prime contractor on the $449 million International Services Expansion Program at George Bush Intercontinental Airport in Houston. ATSER services include design management, project control systems, contract administration, construction management and field inspection services and geotechnical engineering studies on this four-part program consisting of a new Immigration and Naturalization System (INS) facility capable of processing 4,000 passengers per hour and housing the central ticketing function for Continental Airlines; a new 2,500 car parking facility; an expansion of the Automated people Mover (APM) System between Terminals C and D; and roadway and utility infrastructure modifications including the extension of the existing ITT tunnel.

Sanctuary and Recreation Facility

ATSER was retained to provide program and construction management and inspection and material testing services for the development of a 2,000 person sanctuary building with associated parking and landscaping. ATSER's scope of services included development of a master plan for the 30-acre site, including provision for future expansion of the sanctuary to 4,000 person capacity. ATSER prepared the project master schedule and budget and generated a cash flow projection for the client. ATSER coordinated the efforts of the various design consultants, providing price and schedule updates. ATSER acted as construction manager agent on behalf of the owner in bidding, negotiation, award of contract and construction administration during all phases of project construction.

ATSER Corporate Headquarters and Laboratory Facility
Houston, Texas

ATSER undertook this project in the role of Program/Construction Manager on a 22,000 square foot office and laboratory building located in North Houston. ATSER was responsible for establishing the project budget and schedule, selecting and retaining the project architect and directing the design effort. ATSER qualified and selected general contractors to bid on the project, managed the bidding process, analyzed the bids, negotiated contract terms and issued the construction contract. ATSER assisted in the purchase of office furniture, telecommunications equipment and security and fire alarm systems. ATSER managed the construction project through substantial completion and final acceptance. In addition, ATSER provided geotechnical engineering services and construction materials testing, and it coordinated roof and structural steel testing and inspection services.
